THE ACTIVE EMPLOYMENT POLICY IN THE COUNTRIES OF EUROPEAN UNION AND OPPORTUNITIES OF ITS IMPLEMENTATION IN UKRAINE
The subject-matter of the paper is the theoretical basis of formation of organizational and economic mechanisms for stimulating entrepreneurial activity and generalization of foreign practice of implementation of active employment policy. The article is aimed to outline the areas of improving industrial relations and competitiveness of labour in Ukraine on the basis of summarizing the experience of the application of active employment policy in the European Union. The actuality of the problem is conditioned by the perspectives of Ukraine’s entering to European system of industrial relations and the neccessity of the urgent solving the problem of low-productivity illegal employment and a high level of hidden unemployment. The scientific novelty of the article lies in further development and improvement of theoretical approaches to the determination of the active employment policy and its components. The grouping of European countries in accordance with the level of population’s employment has been made on the bases of statistic data. As a result of research carried out on the basis of statistical analysis performed. Economic, political and mental factors of low level of employment peculiar to mainly post-socialist countries recently integrated into the European Union have been characterized. Common for Ukraine and some European countries concerning the employment, such as high rate of youth unemployment, the loss of the working population due to migration, the prevalence of informality and low productivity have been defined as the results of research. The stimulation of small business, expansion of the functions of state employment, improving career guidance, use of international experience in the implementation of active employment policy are among the possible ways to overcome the problems. The practical importance of research revealed in the article lies in defining the perspective directions of increasing employment efficiency in Ukraine by means of labour mobility and activation of entrepreneurial activity of the population, mainly young people. The substantiation of mechanisms of financial support and business development in Ukraine, promoting youth entrepreneurship, employment policy adaptation to the current crisis are among the perspectives for futher research.
